Cost over time

Is concrete or asphalt better in cold climates?

Both work. Asphalt flexes a little and handles freeze-thaw well, but needs resealing. Concrete lasts longer but needs a good base, control joints and air-entrained concrete in freeze-thaw areas like Eastern Washington.
Can I put concrete over an old asphalt driveway?

Generally the asphalt is removed first so the concrete sits on a proper compacted base. Ask a licensed contractor to assess your existing driveway.
